The 2007 tuition is $33k, representing an increase of 2.7% per year from 1988 (assuming it cost $19.9k in 1988). That's not too bad.

Yep; based on the Consumer Price Index, inflation has averaged about 3% per year since 1988, so Sandra's tuition would be $35.2k in 2007 dollars.
